This is University Plaza in Rostock, Germany. The area is mostly a shopping district of the old town. The architecture dates back to the 14th century and the Hanseatic League. This was a prosperous port and continued to have prosperity during the communist era.  Now much of the trade has shifted to Hamburg and the tourist trade is growing.  An interesting city.
